The Muskingum Watershed Conservancy District’s Board of Directors said good-bye to one of its long-standing members this week.
David E. Brightbill of Washington County has completed his full service time on the Board and is not eligible for reappointment by the Conservancy Court, which has jurisdiction over the conservancy district. Brightbill, who resides in Lower Salem near Marietta, has been a member of the Board of Directors since 1994.
Board members approved a resolution to commend Brightbill for his service to the conservancy district. An MWCD region native, Brightbill said he has been associated with the MWCD for most of his adult life.
“This is another stop in a journey with the conservancy district that began when I was employed as a student at Pleasant Hill Park and was emptying trash containers,” Brightbill said. “The MWCD is a tremendous asset in our state and in this region and I am proud to have been associated with it as long as I have been.”
Applications for the open seat on the five-member Board presently are being accepted until July 5 by the clerk of courts office in Tuscarawas County. Board members – who serve staggered five-year terms and are limited to two full terms of service on the Board – meet monthly to handle the business activity of the MWCD.
According to law, members of the Board of Directors must be residents of different counties and three directors must reside within the territorial limits of the Conservancy District. Applicants also are permitted to provide additional information, including a resume and letters of reference, as part of the application materials.
Other members of the MWCD Board of Directors are Harry Horstman of Scio in Harrison County, Steve Kokovich of New Concord in Muskingum County, David Parham of Dellroy in Carroll County and Thomas L. Tribbie of Cambridge in Guernsey County.
Brightbill, who is the executive director of the Washington-Morgan Community Action Agency, is a native of North Central Ohio and grew up in the area near Charles Mill and Pleasant Hill reservoirs. A graduate of Ohio University, he originally was appointed to the MWCD Board of Directors in 1994 after the passage of Ohio House bill 450, which expanded the Board from three to five members.
A political subdivision of the State of Ohio, the MWCD was organized in 1933 to provide flood reduction and water conservation benefits in the Muskingum River Watershed. By 1938, a system of 14 dams and reservoirs were constructed that have saved billions of dollars in potential property damage from flooding and saved countless lives. Through a partnering arrangement with the U.S. Army Corps of Engineers, the federal government owns and manages the dams in the system and the MWCD manages the reservoir areas behind the dams.
The MWCD manages more than 54,000 acres of water and land space – including 10 lakes and a total of 14 reservoirs - dedicated to public use. Outdoor recreation, including the operation of five lake parks, thrives in the MWCD region with activities such as boating, fishing, camping, hiking, biking, hunting and more.
